    150th Anniversary of the birth of Marie Curie
Today, 7 November 2017, the BIPM is celebrating the 150th Anniversary of the birth of Marie Curie. Marie Curie and the BIPM have shared a common history and she visited the BIPM several times. The first international standard for ionizing radiation was prepared by Madame Curie and was placed at the BIPM in 1913. It was the basis of the international measurement system for about 50 years - the original KCRV.
    Important steps towards revising the SI in 2018
At its meeting on 20 October 2017, the CIPM agreed to recommend to the General Conference on Weights and Measures (CGPM) that it proceed in 2018 with the expected redefinition of the base units of the SI. The values of the constants that will be used to redefine the SI have been published in Metrologia.

    50th anniversary of the adoption of the atomic definition of the second
On 13 October 1967, the CGPM took the decision to adopt a new definition of the unit of time, the second, based on an atomic transition. The CCTF commemorated the 50th anniversary of this fundamental decision at its meeting in June 2017.
    BIPM appoints new Directors for the Ionizing Radiation and Time Departments
The BIPM has appointed Dr Steven Judge as the Director of the Ionizing Radiation Department from 15 August 2017 and Dr Patrizia Tavella as the Director of the Time Department from 1 November 2017.

    Promoting traceability in laboratory medicine: new JCTLM website launched
A new website launched by the JCTLM is aimed at increasing the understanding of metrological traceability and its impact on the consistency of test results in laboratory medicine.
    Call for nominations - JCTLM Reference Materials, Methods and Laboratory Measurement Services
The annual JCTLM call for nominations for available higher-order certified reference materials, measurement methods, and services for laboratory medicine and in vitro Diagnostic measurement systems is now open.

The closing date for submissions is 30 May 2017.

We encouraged producers of Reference Materials and authors of publications of Reference Methods to submit nominations for review against ISO 15194 and ISO 15193 requirements, and possible inclusion in the JCTLM database.

In addition, laboratories providing Reference Measurement Services for laboratory medicine and clinical chemistry that are accredited for compliance against ISO 17025 as Calibration laboratory and ISO 15195 are invited to submit nominations for review against JCTLM review criteria, and possible publication in the database.

    Reference measurement systems for novel biomarkers

    2017 BIPM-EURAMET "TC Leadership" course
Eighteen participants from 12 EURAMET member countries have successfully completed the BIPM-EURAMET "TC Leadership" course. The training they received will enable them to become more effective in their involvement in the CIPM MRA. It will also allow them to make personal contributions in their possible future work as Technical Committee (TC) Chairs or in supporting the Chairs in CIPM MRA related matters.

    Message to authors intending to submit values for the special 2017 adjustment

Authors are aware of the CIPM Decision/104-9 that experimental results to be considered by the CODATA-TGFC should be accepted for publication by 1 July 2017.

To facilitate the smooth-running of the editorial review process – in particular to ensure that the timeline is agreed and appropriate referees are available – authors intending to submit a value for the special 2017 adjustment of the fundamental constants are invited to make contact with the editorial office of Metrologia (met(a)iop.org) as soon as possible, giving the approximate title and complete author list.

    Three young scientists complete METAS sponsored training   
Three young scientists from Argentina, South Africa and Albania have successfully completed training through a short placement at METAS, which was organized under the banner of the BIPM CB&KT programme.
    Are ozone concentrations in the atmosphere being underestimated?   
An article just published in Analytical Chemistry by the BIPM reports an independent value of the cross-section of ozone, which provides further evidence to suggest that the currently adopted conventional value of this quantity is too high, meaning that the reported ozone concentrations in the atmosphere are at present being underestimated.

    BIPM-WADA Symposium on Standards and Metrology in support of Anti-Doping Analysis   
The BIPM hosted a joint symposium with the World Anti-Doping Agency (WADA) on 28-29 September. One hundred invited experts from NMIs, the clinical chemistry and laboratory medicine community and from WADA and the WADA-accredited anti-doping laboratories discussed the latest initiatives in areas of metrology for organic and biological analysis relevant to this high-profile measurement sector.
    Metrologia Focus on Realization, Maintenance and Dissemination of the Kilogram   
The first papers in this Focus Issue, which is one of the steps on the CCM/CCU roadmap towards the redefinition of the SI in 2018, are now available. Guest Editors: Horst Bettin (PTB) and Stephan Schlamminger (NIST).
    Responses to the survey concerning promotion of the new SI   
The CIPM Task Group for the Promotion of the New SI will use the findings of the survey to develop future materials that can be used by the NMIs and the broader metrology community to promote the benefits of the redefinitions as widely as possible.
    JCRB meeting held in east Africa for the first time   
The JCRB met in Nairobi (Kenya) on 14-15 September 2016. This marked the first time it has met in east Africa. Discussions centred around the actions and recommendations of the Working Group on the Implementation and Operation of the CIPM MRA.
    Human Resources collaboration between NIST and the BIPM   
As part of the BIPM's objective to continuously improve its administrative procedures, Ms Susanne Porch, Human Resources Director, NIST (USA), visited the BIPM on 5-8 September 2016 to share experience on HR best practices.
    Research improves the stability of timescale computation   
A paper entitled "A new approach to UTC calculation by means of the Kalman filter" has been published in Metrologia following a collaborative research project in the Time Department.

    Katharine Gebbie (1932-2016)   
We are sorry to report the death of Katharine Gebbie on 17 August 2016 at the age of 84. Dr Gebbie was a visionary physicist and senior government research administrator at NIST (USA). Her contributions to international metrology were highly regarded around the world and included membership of the CIPM from 1994 to 2000, where she served as Vice-President for three years.

The BIPM's new transportable programmable Josephson voltage standard (PJVS) was used for the first time for an on-site comparison, at the NMIJ (Japan).

    Survey concerning promotion of the new SI   
In order to help with the coordination of communications about the new SI, a CIPM Task Group for the Promotion of the New SI has been set up and is being advised by a small group of communications professionals from NMIs. The CIPM Task Group will prepare promotional material that will be made available for every NMI to use as part of its activities.

On behalf of the PR Expert Group, the BIPM has sent a survey to all NMI Directors. The Survey will help to identify information about promotional materials or activities that the NMIs themselves are planning.

    New Associate of the CGPM: Qatar   
The State of Qatar became an Associate of the CGPM on 10 March 2016.
    How pure is your folic acid? BIPM qNMR facility supports organic reference material key comparisons   
Folic acid is the measurand for an organic purity comparison currently being coordinated by the BIPM. Twenty-two NMIs and expert laboratories are taking part and for the first time the BIPM qNMR facility was used in the development and characterization of the comparison material.
    Standards for monitoring atmospheric carbon dioxide   
Measurements of the amount fraction of CO2 in air standards, performed with cryogenic trapping, have been achieved at the BIPM. This represents an important milestone towards the establishment of the BIPM CO2-PVT measurement system, which will play a role in the CCQM-K120 key comparison for CO2 in air in 2016.
    New format for BIPM Circular T   
Circular T has been launched for 2016 in a new user-friendly format enabling readers to find related files and plots, and to track the calibration of time transfer equipment directly through links to the relevant reports.
    The BIPM and ILAC sign an updated MoU   
An updated version of the BIPM-ILAC Memorandum of Understanding (MoU) was signed at the BIPM on 8 March 2016 to reaffirm their cooperation.
    New BIPM facility for brachytherapy and x-ray imaging   
A new facility has been designed and built at the BIPM to support the international comparison series in the field of brachytherapy, a radiotherapy treatment in which calibrated radioactive sources are positioned inside the patient.
    Update on the LISA Pathfinder mission   
The science mission of the LISA Pathfinder space mission is under way using test masses of a type that had their d.c. volume magnetic susceptibility measured by the BIPM.

    BIPM provided data for the LISA Pathfinder mission   
The BIPM provided essential magnetic susceptibility data for the proof masses aboard the LISA Pathfinder satellite, launched by ESA on 3 December 2015.

    Measuring the Planck constant with an aluminium cube   
Richard Davis of the BIPM has developed a simple experiment to determine the value of the Planck constant to better than 1 % by measuring the mass of a 20 g aluminium cube. The details have been published in the Journal of Chemical Education and the article is currently listed among the 20 most downloaded articles of the past 12 months.

The heartfelt thoughts and condolences of the BIPM are with the people of our host country France and most especially the families of the victims of the recent atrocities in Paris.

    Alain Picard (1953-2015)   
It is with great sadness that we announce that Alain Picard passed away on 21 August 2015, at the age of 61. This followed a long, insidious illness against which he fought with a lot of courage. Alain worked in the Mass Department of the BIPM since 1988. He was the Director of the BIPM Mass Department since November 2010, and he was also Executive Secretary of the CCM and the CCT.

    Workshop highlights future challenges for measurements of aerosols   
Representatives from the atmospheric monitoring community (WMO), an automobile manufacturer (BMW) and regulators (OECD and US-EPA) presented their perspectives on the needs for measurements of aerosols at a workshop organized by the Gas Analysis Working Group of the CCQM at the BIPM on 15 April.

    Publication of new ozone cross-section measurements for the accurate monitoring of air quality   
New measurements of the ozone cross section carried out in the BIPM laboratories have been published with a relative standard uncertainty of 0.43 %, the smallest to date. Adoption of these new values would resolve differences between reference methods for surface ozone measurements.
    IPPP: a new technique to improve clock frequency comparisons   
A joint project between the BIPM, CNES and CLS has developed and tested the IPPP (PPP with integer ambiguity resolution) technique which will lead to a significant improvement in clock frequency comparisons using GPS signals.

    Results of measurements with the International Prototype of the Kilogram published   
Between January 2014 and January 2015, the BIPM Mass Department carried out a calibration campaign with respect to the International Prototype of the Kilogram (IPK), in anticipation of the planned redefinition of the kilogram. The results have been published in the latest edition of Metrologia. This calibration campaign, named "Extraordinary Calibrations", is an important element of the CCM roadmap towards the redefinition of the kilogram.
    News from the 29th CCEM   
The CCEM held its 29th meeting on 12 and 13 March 2015 at the BIPM. The meeting was chaired by its new President, Dr Gert Rietveld from VSL, who made a presentation to the retiring President, Dr Barry Inglis, to thank him for his work over 12 years as President of the CCEM.

The Committee Drafts of the revised GUM, the JCGM 100:201X, Evaluation of measurement data – Guide to uncertainty in measurement and of its companion the JCGM 110:201X Evaluation of measurement data – Examples of uncertainty evaluation, are being circulated for comments through the eight JCGM member organizations (BIPM, IEC, IFCC, ILAC, ISO, IUPAC, IUPAP and OIML), and through the National Metrology Institutes (NMIs). Each organization and NMI is kindly requested to collate the comments it receives to avoid duplication and send them to the JCGM Chairman by 3 April 2015. The comments will be discussed during the BIPM Workshop on Measurement Uncertainty (15-16 June 2015).
    Prof. Ian Mills awarded an OBE for services to chemistry and metrology   
Prof. Ian Mills, FRS, former President of the CCU was made an Officer of the Order of the British Empire (OBE) in the UK's 2015 New Year honours. The award is in recognition of Professor Mills' services to Chemistry and Metrology. Prof. Mills stepped down from the role of CCU President at the end of 2013 after 17 years of service. The CIPM appointed him as an honorary member of the CCU in March 2014.
    New Associate of the CGPM: Azerbaijan   
As of 1 January 2015, the Republic of Azerbaijan is an Associate of the CGPM.
    Explaining and promoting the Quality Infrastructure   
The Donor Committee for Enterprise Development (DCED) has published a report "Leveraging the Impact of Business Environment Reform: The Contribution of Quality Infrastructure – Lessons from Practice", which presents an aggregated collection of knowledge and experience in donor-supported quality infrastructure reform in developing and transition countries.

    Dr Włodzimierz Lewandowski: award for distinguished service in time metrology   
The 2014 PTTI (Precise Time and Time Interval Systems and Applications) Distinguished Service Award was presented to Dr Włodzimierz Lewandowski for the development of and support to new and refined time transfer techniques and for his contribution to civil applications of satellite navigation systems.
    Notification 2015

    New President of the CCAUV: Dr Takashi Usuda   
The CIPM has appointed Dr Usuda from NMIJ to be the next President of the CCAUV. He succeeds Dr Valdés, who has been President of the CCAUV since 2000 and has announced his retirement from the CCAUV.

        New NMR facility at the BIPM   
    The BIPM opened a new laboratory on 14 November 2014 as a result of a collaborative agreement with the NMIJ/AIST. The centrepiece of the new laboratory is a 400 MHz NMR* instrument donated to the BIPM by JEOL France. The NMR facility will support the BIPM’s role as the coordinator of international comparisons on pure organic calibrators for NMIs participating in the activities of the CCQM.

        Happy 125th birthday, IPK!   
    The international prototype of the kilogram (IPK), the unique platinum-iridium cylinder whose mass defines the kilogram, was sanctioned by the 1st CGPM in September 1889. The IPK's sibling, the metre, was sanctioned at the same time but the metre has been redefined twice since then: in 1960 and again in 1983.
    Draft Resolution A, which will be presented for approval to the 25th CGPM in November, declares a wish for the 26th CGPM finally to redefine the kilogram in terms of physical constants.

        BIPM on-site comparison for radiation therapy dosimetry successfully uses new technology   
    The BIPM carried out a joint comparison with the NPL, UK, and VSL, the Netherlands, in the NPL’s medical accelerator facility from 23 September to 20 October 2014. The BIPM used its transportable graphite calorimeter system to make a direct measurement of absorbed dose to water - a key quantity for traceability in radiation therapy - in three of the high-energy photon beams from 6 MV to 25 MV. The BIPM used a remote-controlled motorized monitoring and shutter system for the first time to reliably track and correct for intrinsic intensity variations in the beams. The new design is compact and demonstrated a high reproducibility in the positioning of the shutter.
        Consultant in the Ionizing Radiation Department: Dr Leonor Rodriguez Barquero   
    Dr Leonor Rodriguez Barquero will join the Ionizing Radiation Department from 8 September 2014 to 6 March 2015. She will work on the preliminary implementation of the extension of the SIR for pure beta emitters.
        Secondment: Dr Marta Doval Miñarro from NPL   
    Dr Marta Doval Miñarro, Scientist at the National Physical Laboratory (NPL, UK), will be on secondment in the Chemistry Department from 1 September to 30 November 2014. She will work on developing accurate methods for carbon dioxide measurements by FTIR and CRDS in preparation for the key comparison CCQM-K120.
        Secondment: Dr Yunfeng Lu from NIM   
    Dr Yunfeng Lu, Scientist at the National Institute of Metrology (NIM, China) will be on secondment in the Mass Department from 1 September to 31 January 2015. He will participate in the integration of various components and operation of the new watt balance apparatus.

        CCRI workshop on international traceability for accelerator dosimetry: 20 March 2015   
    A CCRI workshop on international traceability for accelerator dosimetry will be held at the BIPM on 20 March 2015. The workshop will gather and disseminate the experience gained from BIPM.RI(I)-K6 and discuss how sustainable traceability in accelerator-based dosimetry can be established and maintained world-wide. The role of the BIPM and CCRI in providing a service to Member States and to the signatories of the CIPM MRA in the operation of accelerator-based radiotherapy with adequate accuracy will also be discussed.

        25th meeting of the General Conference on Weights and Measures (18-20 November 2014)   
    The 25th meeting of the CGPM will be held at the Palais des Congrès de Versailles, France, on 18-20 November 2014. An informal preparatory meeting will be held at the BIPM on 17 November 2014 to prepare for the formal discussions on the BIPM Work Programme and corresponding Dotation.
    The CGPM is made up of delegates of the governments of the Member States with observers from the Associates of the CGPM.
        Best overall paper at the 2014 NCSLI Workshop and Symposium

    The BIPM Director, Dr Martin Milton, and the Director of the NMIJ, Dr Yukinobu Miki, have signed an agreement between the NMIJ/AIST and the BIPM related to the development and application of quantitative NMR (qNMR) for organic primary comparisons. This collaborative agreement will support the BIPM's activity in coordinating key comparisons and lead to improved qNMR analytical methods and procedures being made available to all Member States and Associates of the CGPM.
        Staff news: David Burns appointed Chairman of ICRU Committee   
    Dr David Burns FInstP, principal research physicist in the BIPM's Ionizing Radiation Department, has been appointed Chairman of the Fundamental Quantities and Units Committee of the International Commission on Radiation Units and Measurements (ICRU).
        Secondment: Dr Wu Wenjun from the Chinese Academy of Sciences   
    Dr Wu Wenjun, Scientist at the Chinese Academy of Sciences (CAS, China), is on secondment in the BIPM Time Department from 3 June 2014 to 2 June 2015. He is participating in the project related to the improvement of the time link calibration for the generation of UTC.
        Secondment: Dr Dewei Song from NIM   
    Dr Dewei SONG, Scientist at the National Institute of Metrology (NIM, China), is on secondment in the BIPM Chemistry Department from 2 June 2014 to 30 November 2014. He is working on the characterization of C-peptide material for the CCQM key comparison CCQM-K115.
        Retirement: Dr Wlodzimierz Lewandowski   
    Dr Wlodzimierz Lewandowski of the BIPM Time Department retired on 31 May 2014 after nearly 30 years of service at the BIPM.

        President of the Institute Council of METAS visits the BIPM   
    Professor Martina Hirayama, President of the Institute Council of METAS (Switzerland), and Dr Christian Bock, Director of METAS, visited the BIPM on 15 May 2014. They were welcomed by the Director before receiving a presentation on the mission, role, objectives and history of the BIPM. The visit included a tour of the BIPM's laboratories, where they were joined by Ms Céline Pascale who is on secondment from METAS, working in the BIPM Chemistry Department until 31 July 2014.
        Secondment: Dr Andrei Antohe from IFIN-HH   
    Dr Andrei Antohe, Scientist at the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH, Romania), will be on secondment in the Ionizing Radiation Department from 5 May to 31 July 2014. He will work, in the framework of the gamma-ray spectrometry project, on the calibration of an HPGe detector for use during the international comparisons BIPM.RI(II)-K1 (SIR) and BIPM.RI(II)-K2.

    Mr Roland Goebel of the BIPM Electricity Department retired on 30 April 2014.

        Secondment: Ms Céline Pascale from METAS   
    Ms Pascale is on secondment in the BIPM Chemistry Department from 3 March to 31 July 2014.

    She is contributing to a BIPM project aimed at developing accurate methods for the production and measurement of nitric acid concentrations, which were found to be a major cause of bias in the recent comparison of nitrogen dioxide standards (CCQM-K74). A further comparison is foreseen in the CCQM strategic plan, as NO2 ia a major air pollutant and precursor to the formation of greenhouse gases. The aim of the comparison will be to demonstrate improved international comparability in NO2 standards by a factor of ten compared to that demonstrated in 2010.

    The theme for World Metrology Day 2014 has been announced: Measurements and the global energy challenge.

    This draft document is made available in order to encourage communication, awareness and debate on the possible revision of the SI. The document will continue to evolve over the coming years.

    At its meeting in October 2013, the CIPM approved the following changes in Consultative Committee membership:
        Retirement of Prof. Ian Mills and appointment of Prof. Joachim Ullrich as next President of the CCU   
    At the meeting of the Consultative Committee for Units (CCU) in June 2013, Professor Ian Mills FRS, President of the CCU, announced his intention to resign with effect from the end of 2013. The delegates of the CCU gave him a standing ovation and warm thanks were expressed by Dr Barry Inglis, President of the CIPM, and Dr Terry Quinn, Emeritus Director of the BIPM, for the 17 years of service he has given to the CCU.
    At their meeting in October 2013, the members of the CIPM also paid tribute to the extent and quality of Prof. Mills' service. They appointed Professor Joachim Ullrich, President of the PTB and a member of the CIPM, to serve as the next President of the CCU, with effect from 1 January 2014.

        Secondment: Dr Sangil Lee from KRISS   
    Dr Sangil Lee from the Korea Research Institute of Standards and Science (KRISS, Republic of Korea) completed a three-month secondment to the BIPM on 5 June 2013. Working in the BIPM Chemistry Department, he performed accurate measurements of the ozone absorption cross-section in the ultraviolet. This work supports the BIPM.QM-K1 key comparison on surface ozone standards.
        The University of York has awarded an Honorary Professorship to Dr Milton, Director of the BIPM   
    The BIPM is pleased to announce that from 1 June 2013 Martin Milton is an Honorary Professor in the Department of Chemistry at the University of York (United Kingdom). Whilst working at NPL, Dr Milton collaborated with academics at the University of York to develop standards for long-term monitoring of atmospheric composition.
        New signatory of the CIPM MRA: INM (Colombia)

    NMI- and RMO-run metrology training courses aimed specifically at assisting developing countries are now listed under the BIPM banner on the DCMAS Network website. Details of other such courses, including appropriate text, links and documents, should please be submitted by email for inclusion in the list.

    Conferences, workshops and general assemblies will continue to be listed on the BIPM website.

        2012 reports now available   
    The 2012 Director's Report and the minutes of the 2012 meeting of the CIPM are now available in English on the BIPM website. Both reports will be translated into French and made available as soon as possible on the website, and the final printed reports distributed later in the year as a single pack including also the Rapport Annuel will be in both French and English.
        UTCr's 1st birthday   
    "Rapid UTC" (UTCr) is one year old already. The first results of the pilot experiment aimed at providing access to UTC on a shorter timescale than the monthly Circular T were published on 29 February 2012, and the BIPM Time Department has been publishing UTCr results on a weekly basis since then. One year into the pilot experiment, UTCr has reached the expected quality and official publication is expected to start in mid-2013.

        Publication of JCGM 106:2012   
    Document JCGM 106:2012 "Evaluation of measurement data – The role of measurement uncertainty in conformity assessment", produced by the JCGM Working Group on the Expression of Uncertainty in Measurement (JCGM-WG1), was approved by the JCGM Member Organizations in October 2012. It constitutes the fourth of the series of documents accompanying the GUM.

        Memorandum of Understanding between the BIPM and the IAEA   
    The BIPM and the International Atomic Energy Agency (IAEA) signed a Memorandum of Understanding on 25 June 2012, formalizing more than 50 years of close working relations between the two organizations in the field of radiation measurements.

    Following the retirements of Dr Bennett, Professor Issaev and Dr Tanaka from the International Committee of Weights and Measures (CIPM), three new members have been elected: Dr Brian Bowsher (Managing Director, NPL, United Kingdom), Dr Vladimir Krutikov (Rosstandart, Russian Federation) and Dr Takashi Usuda (Director of the International Metrology Cooperation Office, NMIJ/AIST, Japan).
        Nomination: Next Director of the BIPM   
    The BIPM is pleased to announce that Dr Martin Milton will join the BIPM on 1 October 2012 as Deputy Director/Director Designate to take over the directorship from the present Director, Dr Michael Kühne, on 1 January 2013.
    Dr Milton received a BA in Physics from Oxford University in 1981 and a PhD in Physics from Southampton University in 1990 followed by a MBA from the London Business School in 1991. He joined the National Physical Laboratory of the UK in 1981 as a Scientific Officer, became Principal Research Scientist in 1994 and NPL Fellow in 1998. Since 2005 he is Lead Scientist for the Gas Metrology and Trace Analysis Group at the NPL.
        Appointment: New Director of the BIPM's Ionizing Radiation Department   
    Mr José María Los Arcos, previously Research and Development Advisor at CIEMAT (Spain), has taken up his new post as Director of the BIPM's Ionizing Radiation Department. To facilitate a smooth transition from the previous Director of the Department, Dr Penelope Allisy-Roberts will continue in the role of BIPM Consultant until 31 August 2012.

        Staff news: Estefanía de Mirandés appointed member of the CODATA TGFC   
    We are delighted to announce that Dr Estefanía de Mirandés of the BIPM Mass Department has been appointed a member of the CODATA Task Group on Fundamental Constants (TGFC). The purpose of the CODATA TGFC is to periodically provide the scientific and technological communities with a self-consistent set of internationally recommended values of the basis constants and conversion factors of physics and chemistry based on all of the relevant data available at a given point in time. Established in 1969, the CODATA TGFC is one of the original Task Groups of CODATA. Because of the close linkage between the SI units and fundamental constants, the CODATA TGFC enjoys a close relationship with the Consultative Committee for Units (CCU) and the BIPM.
        Staff news: David Burns' election to the ICRU   
    We are delighted to announce that Dr David T. Burns FInstP of the BIPM's Ionizing Radiation Department has been elected a Commissioner of the International Commission on Radiation Units and Measurements (ICRU). The ICRU has the mission to develop and promulgate internationally accepted recommendations on radiation-related quantities and units, terminology, measurement procedures, and reference data for the safe and efficient application of ionizing radiation to medical diagnosis and therapy, radiation science and technology, and radiation protection of individuals and populations. David has been the BIPM observer on the ICRU for a number of years and has contributed to various of its report committees, and is also a member of the ICRU's only standing committee, which is on fundamental quantities and units.

        Results of the first direct comparison of the quantum Hall effect in epitaxial graphene and gallium-arsenide have been published   
    A future redefinition of the units for mass and current in terms of the Planck constant h and electron charge e, respectively, will depend on the accuracy of the relationships that provide a link between these constants and measurable macroscopic quantities. The quantum Hall effect (QHE) is an example of such a relationship, whereby the Hall resistance shows a series of quantized plateaux with values h/ie2, where i is an integer, independent of the material. The first direct comparison of the QHE in epitaxial graphene and gallium-arsenide was carried out jointly by the NPL (UK), the BIPM and researchers from Swedish and UK universities. The quantized resistance values were found to be identical in graphene and gallium-arsenide within the relative standard uncertainty of the measurement of 8.6 × 10−11 providing proof of the universality of the QHE in different materials.

        Announcement of the death of Pierre Giacomo   
    It is with great sadness that the BIPM wishes to announce the death of Pierre Giacomo, Emeritus Director of the BIPM, on 29 June 2011.
    Pierre Giacomo joined the BIPM as physicien chercheur principal on 1 November 1966. He was appointed by the CIPM as Deputy Director in October 1968, and as Director Designate on 30 September 1976. He took over from Dr Terrien as Director of the BIPM on 1 January 1978 and retired on 31 July 1988.
    With the death of Pierre Giacomo we have lost a great metrologist. We will always keep him in our memory.
        David Burns elected as Fellow of the Institute of Physics   
    Dr David T. Burns, Principal Physicist at the BIPM, has been elected as a Fellow of the Institute of Physics in the UK, in recognition of his personal contribution to the advancement of physics. The BIPM is proud to announce this honour in acknowledgment of his scientific research, publications, international standing and supervision of the BIPM international dosimetry standards programme.
        Andrew Wallard awarded a CBE for services to international measurement   
    Professor Andrew Wallard, Director Emeritus of the BIPM, was made a Commander of the Order of the British Empire (CBE) in the Queen's Birthday Honours 2011. The award is in recognition of Professor Wallard's services to international measurement.

        Dr Takashi Usuda has been awarded the Ichimura Prize in Technology   
    Dr Takashi Usuda, a visiting scientist at the BIPM, was awarded this prestigious prize on 28 April 2011 by the New Technology Development Foundation, Japan, for his contribution to improvement of the National Metrology Standard of Vibration Measurement.
    The award was in recognition of his work on development of a laser interferometer for vibration acceleration calibration. The laser interferometer enables high resolution and robust characteristics against vibration noise*. He also established the national calibration programme for vibration acceleration in Japan. His achievements improved the Japanese metrology standard of vibration measurement and ensured the traceability of vibration measurements in industry to the national standard.
