Future initiatives

The BIPM Capacity Building and Knowledge Transfer Programme aims to increase the effectiveness within the world-wide metrology community of those Member State and Associates with emerging metrology systems.

2019 course "Optimizing the CIPM MRA - the KCDB 2.0"

The 2019 "Optimizing the CIPM MRA - the KCDB 2.0" course is designed to equip RMO TC/WG Chairs and TC/WG members (it is aimed at those who actually coordinate the review and act as reviewers) with the necessary knowledge to use the 'optimized' CIPM MRA and the KCDB 2.0.

2018-2020 "BIPM - TÜBİTAK UME project placements"

The BIPM and TÜBİTAK UME are running a joint training initiative entitled "BIPM–TÜBİTAK UME project placements" (2018-2020).The fist two cycles (2018 and 2019) have been successfully completed. Given the significant demand for capacity building and knowledge transfer training, the BIPM invites other NMIs to join this initiative.

2019 "Metrology for Safe Food and Feed - Organic Analysis and Standards" Workshop

The workshop is designed to provide participants with an overview of best practice for the provision at the national and regional level, and integration at the international level, of a harmonized system of higher-order measurement services and reference materials supporting and sustaining routine laboratory analytical services that monitor food safety and livestock, crop and plant health.

2019 BIPM-APMP Workshop "Important transitions in the CIPM MRA infrastructure"

The 2019 BIPM-APMP Workshop "Important transitions in the CIPM MRA infrastructure" is designed to inform participants about the revisions of the CIPM MRA and to assist APMP in the implementation of ISO/IEC 17025:2017 and its application to the CIPM MRA. The Workshop consists of two parts: the first part is intended to explain the updates in the CIPM MRA documents and the KCDB 2.0; the second part will discuss the APMP experiences in transitioning to ISO/IEC 17025:2017.

2019 EURAMET-BIPM Training Course on Organisation and Piloting of Intercomparisons in Ionizing Radiation

The EURAMET-BIPM Training Course 'Organisation and Piloting of Intercomparisons in Ionizing Radiation' aims to prepare metrologists from the field of ionizing radiation to organise and pilot comparisons in the areas of dosimetry, radioactivity and neutron measurements. By helping to improve the skills of experts, as well as NMIs/DIs, the purpose of this course is to contribute towards sharing the load of piloting comparisons between more NMIs/DIs in EURAMET, and worldwide.

2019 Varenna Metrology School and METAS project

The BIPM and the Italian Physical Society are running a joint Metrology School "New frontiers for metrology: from biology and chemistry to quantum and data science" in Varenna (Italy), during the summer of 2019. Award winners will combine their attendance at the Metrology School with a short (two- to six-week) placement at METAS, the Swiss NMI, to pursue a specific metrology topic of interest.

2016-2023 "Metrology for Safe Food and Feed in Developing Economies" project

This project is designed to allow NMIs to work together to strengthen mycotoxin metrology infrastructure; provide knowledge transfer to scientists developing capabilities in this area, including periods as visiting scientists at the BIPM; and enable NMIs to provide mycotoxin calibrant and matrix reference materials and proficiency test materials to support mycotoxin testing laboratories within their countries.

2016-2019 "Metrology for Clean Air" project

This project is designed to allow NMIs to strengthen their gas standard capabilities and further develop their national metrology infrastructure in support of their air quality and emissions measurement communities; providing knowledge transfer to scientists developing capabilities in this area, including periods as visiting scientists at the BIPM.

2017–2018 "Support for GULFMET key comparison of Zener voltage standards" project

This project is designed to support GULFMET in the organization of one of their first key comparisons, GULFMET.EM.BIPM-K11, a comparison of Zener voltage standards, coordinated by the SCL of Hong Kong.

2019 BIPM-GULFMET "CMCs and QMS Review" Workshop

The 2019 BIPM-GULFMET "CMCs and QMS Review" one day Workshop, a joint initiative between the BIPM and GULFMET, was designed to deliver appropriate CMCs and QMS review process for GULFMET TCs members. The Workshop helped TC members understand and implement Proper practice of CMCs and QMS review.

2019 BIPM-COOMET "CIPM MRA review outcomes" Workshop

The 2019 BIPM-COOMET "CIPM MRA review outcomes" half day Workshop, a joint initiative between the BIPM and COOMET, was designed to deliver appropriate information on outcomes of the CIPM MRA review to COOMET TC Chairs. The Workshop helped TC Chairs understand and implement the new approaches aimed to increase effectiveness and efficiency of the CIPM MRA processes.

2018 BIPM-AFRIMETS "Sound beginning in the CIPM MRA" Workshop

The 2018 BIPM-AFRIMETS "Sound beginning in the CIPM MRA" Workshop, initiative between the BIPM and AFRIMETS, was designed to give a deeper understanding of the importance of the CIPM MRA. The Workshop was intended to give a detailed explanation of the role and implementation of the CIPM MRA within the global quality infrastructure.

"Train the trainer": transitioning to ISO/IEC 17025:2017 in the CIPM MRA

A "Train the trainer" course aimed at assisting RMOs with the implementation of ISO/IEC 17025:2017 was organized as a follow-up to Resolution 3 of the 39th meeting of the Joint Committee of the Regional Metrology Organizations and the BIPM (JCRB).

The 2018 BIPM–COOMET "Sound beginning in the CIPM MRA" Workshop, a joint initiative between the BIPM and COOMET, was designed to give a deeper understanding of the importance of the CIPM MRA. The Workshop was intended to give a detailed explanation of the role and implementation of the CIPM MRA within the global quality infrastructure.

2018 "Effective participation in Coordinated Universal Time (UTC)" course

This CBKT initiative was aimed at supporting institutes to improve their contributions to the computation of UTC through participation in BIPM Circular T / Key Comparison CCTF-K001.UTC.

2017 "Sound beginning in the CIPM MRA" course

The "Sound beginning in the CIPM MRA" course was aimed at relevant staff from NMIs that have signed the CIPM MRA but not yet submitted CMCs (or are early in the process). Training aimed to help debutant NMIs achieve 'right first time' submissions into the CMC peer review system. This will help both optimize the NMI success rates and minimize the burden on the wider community that will conduct the reviews.

2017 APMP-DEC "Leadership training" course

APMP-DEC "Leadership training" was designed to provide new or future leaders of APMP-DEC NMIs, including new TC Chairs and Chair-elect depending on availability of places and who have shown potential for leadership, with the skills, knowledge and tools to help them participate in the mechanisms of the CIPM MRA.

2017 EURAMET - BIPM Training on review of quality management systems

The EURAMET - BIPM Training was focused on the processes related to evaluation of quality systems and peer-review of the NMI/DI technical capabilities within the framework of the CIPM MRA. This training was tailored to improve the competence of the quality managers and staff of the NMI/DI involved in reviewing quality management systems. It will enable participants to gain a deeper understanding of the CIPM MRA requirements and the EURAMET approach in quality system review, specific processes and expectations.

2017 BIPM-EURAMET "TC Leadership" course

The BIPM–EURAMET "TC Leadership" course was focused on the scientific and technical staff members of EURAMET's NMIs and DIs who are active in the EURAMET Technical Committees and have shown potential for TC leadership. Eighteen participants from 12 EURAMET member countries successfully completed the training course enabling them to be highly effective in their involvement in the CIPM MRA processes and bring important personal contributions to the further development of EURAMET.

2016 "BIPM-GULFMET TC Workshop"

The 2016 "BIPM-GULFMET TC Workshop" has been successfully completed. The course was designed to provide GULFMET Technical Committee members with the skills, knowledge and tools to help them participate in the mechanisms of the CIPM MRA. The Workshop provided participants with an understanding of the CIPM MRA requirements relating to comparisons, CMCs and Quality Systems, and their use in the CMC review, approval and publication process.

2016 "Leaders of Tomorrow" course

The "Leaders of Tomorrow" course was aimed at new and potential RMO Technical Committee Chairs and Working Group Convenors. Eighteen participants from SIM, AFRIMETS and the other RMOs successfully completed a two-week training course enabling them to fulfil their CIPM MRA obligations as TC Chairs/WG Convenors, with the wider benefit of ensuring the effective operation of the CIPM MRA processes.

2016 Varenna Metrology School and METAS project

During the summer 2016 the BIPM and the Italian Physical Society jointly ran a Metrology School "Metrology: from physics fundamentals to quality of life" in Varenna (Italy). Associated with this, METAS sponsored a capacity building programme, aiming at creating opportunities for a limited number of participants from BIPM Member States and Associates. The three award winners – Alejandro Savarin (Argentina), Dennis Mkhize (South Africa) and Yljon Seferi (Albania) – were able to combine their attendance at the Metrology School with a short placement at METAS. During their internship of several weeks they received dedicated training and pursued a specific metrology topic of interest.

Background and supporting documents

Countries and Economies with emerging metrology systems (CEEMS) face particular challenges engaging with the world-wide system. The BIPM operates a donor-funded Capacity Building and Knowledge Transfer Programme (the BIPM CBKT Programme):

  • To assist individual NMI staff, NMIs and RMOs to increase their understanding and capability with regard to engagement in the world metrology system, with the aim of strengthening the capacity of the international metrology community to operate the world-wide measurement system on an equitable cost-shared basis;
  • To embed metrology more effectively in wider quality infrastructure development initiatives.
