The BIPM seeks a Full-Stack Java Developer:

  • Grade: A8
  • Contract: 5-year, full-time fixed-term appointment (with conditional possibility of conversion to an indefinite appointment)

The BIPM International Liaison and Communication (ILC) Department strengthens coordination, liaison, communication, and promotion in support of the BIPM Strategy and Work Programme, thereby enhancing the effectiveness, visibility, and impact of the international metrology system based on the SI (the International System of Units). The Department promotes the importance of the global comparability of measurements through sustained engagement with international organizations of strategic relevance and capacity building and knowledge transfer activities. It coordinates the so-called SI Digital Framework, a platform that hosts the BIPM’s digital services.

The Full-Stack Java Developer will play an important role in maintaining the SI Digital Framework while supporting the development of new digital services for the international measurement science community. The postholder will report to the Director of the ILC Department and will collaborate with the Digital Transformation Coordinator, the BIPM's scientists, its IT Service and external contributors. The work will include maintaining, updating and expanding the microservices architecture for web interfaces and APIs, and contributing to the development of new services such as APIs, ontologies and related software tools.

Principal duties and responsibilities

  • Maintain, update and expand the micro-service architecture.
  • Contribute to the development and validation of the web interface of the SI Digital Framework.
  • Support the integration of BIPM digital services in the SI Digital Framework.
  • Contribute to the documentation, testing and validation of software.
  • Contribute to the development of ontologies supporting different fields of metrology.
  • Support the implementation of FAIR principles in the Key Comparison Database and other BIPM databases.
  • Develop the necessary tools for the digitalization of documents supporting the International System of Units, the “mises en pratique” and the various guides published by the Consultative Committees.

The developer will be:

  • Responsible for managing micro-service architecture of the SI Digital Framework.
  • Ensuring the quality and usability of the services under the SI Digital Framework.
  • Attentive to the maintenance of the necessary documentation to comply with best practices for software development and the BIPM’s quality management system.

Qualifications

Ideal Candidate Profile

Academic background

  • Master's degree or equivalent in software engineering, computer science, information systems, or a related field.

Professional background

  • At least 3 years of professional experience in software development, preferably for web services.
  • Strong experience with Java language and Java development framework, such as Spring Boot.
  • Good knowledge of front-end web technologies (JavaScript framework such Angular, HTML and CSS).
  • Major experience in Relational Database design (MariaDB/MySQL) and NoSQL databases (MongoDB).
  • Ability to work in a Linux environment for deployment and troubleshooting.
  • Familiarity with micro-services architectures and web services.

Skills and competencies

  • Ability to work independently and collaboratively in an international environment.
  • Good organizational and planning skills and costumer orientation.
  • Ability to work in English.
  • Ability to work in a multicultural environment and to maintain good working relations inside and outside the organization.

Valued Assets

  • Familiarity with Semantic Web technologies: Apache Jena, RDF and the SPARQL query language.
  • Experience with Python programming.
  • Experience with documenting APIs using OpenAPI/Swagger.
  • Familiarity with software development methodologies, ideally AGILE.
  • Working knowledge of French is an asset.

Terms of Employment and Benefits

  • Full-time fixed-term contract of 5 years, with an initial probationary period of 6 months, renewable once.
  • Competitive gross annual salary starting from 57 839€, plus allowances subject to eligibility, including compensation for an expatriate status.
  • Salaries and allowances exempt from income tax in France (French nationals and permanent residents in France subject to “taux effectif” of the French tax system).
  • 30 days paid holiday per year.
  • Contributory pension scheme and comprehensive private health insurance which can be extended to dependents.
  • Partial teleworking possible.
