CBKT "Train the trainer" course to support the implementation of ISO/IEC 17025:2017

The BIPM welcomed 23 participants from 17 countries, representing Regional Metrology Organizations (RMOs), who successfully completed the "Train the trainer": transitioning to ISO/IEC 17025:2017 in the CIPM MRA capacity building course. The two-day course, organized by the BIPM and sponsored by METAS, was held on 23-24 May at the BIPM with expert lecturers who had been involved in the revision of the standard: Ms Georgette Macdonald (NRC, Canada) and Mr Andy Henson (BIPM) who both participated in ISO CASCO WG44 (and its core drafting group); Mr Sean MacCurtain (ISO); and Ms Sally Bruce (NIST, USA) covering the case study on addressing the transition to the new version of the standard.

Follow-up to Resolution 3 of the 39th JCRB meeting

The aim of the "Train the trainer" course was to assist RMOs in the implementation of ISO/IEC 17025:2017 and its application to the CIPM MRA. It was organized as a follow-up to Resolution 3 of the 39th meeting of the Joint Committee of the Regional Metrology Organizations and the BIPM (JCRB). The Resolution states that "the RMOs shall ensure that all NMIs and DIs declaring CMCs within the CIPM MRA shall have demonstrated the conformance of their quality management systems to of ISO/IEC 17025:2017, no later than three years after the publication date of the standard".

Facing challenges together

Around 260 laboratories that participate in the CIPM MRA and the six RMOs that evaluate the Quality System (QS) of member NMIs/DIs are transitioning to the new version of the standard. Each of these laboratories will have to implement the standard, followed by a review of this implementation by the RMOs, before the deadline set by the JCRB. The concept of "train the trainer" was developed to accelerate the process and maximize knowledge transfer. This will allow Chairs of RMO committees on the Quality System and its active members involved in the QS review to transfer the knowledge and information to the RMO level. The RMO QS Chairs greatly appreciated this opportunity to come together to discuss and develop a common understanding the new requirements of the standard and to develop materials that foster the implementation of ISO/IEC 17025:2017.

The course content

The course content was designed in consultation with the lecturers to meet the objectives of the course. All sections of the standard were discussed in detail; lecturers explained the background to key clauses in the standard and the specifics in their application to the CIPM MRA. As an outcome of these discussions, participants jointly developed cross references and gap analysis tables to describe the actions that the NMIs/DIs have to take that were not done previously. In addition, participants prepared key elements for an NMI implementation transition plan and for an RMO review implementation transition plan.
