
BIPM welcomes Dr Kazuaki Yamazawa as New JCRB Executive Secretary
The BIPM has appointed Dr Kazuaki Yamazawa from the Asia Pacific Metrology Programme (APMP) as the new Executive Secretary of the Joint Committee of the Regional Metrology Organizations and the BIPM (JCRB), bringing over 25 years of experience in measurement science, quality systems and international cooperation.
The JCRB plays a central role in advancing the CIPM Mutual Recognition Arrangement (CIPM MRA), which facilitates global trust in national measurement capabilities. Since its launch in 1999, the CIPM MRA has replaced the need for multiple bilateral agreements by enabling the mutual recognition of measurement standards and calibration services across nations.
Dr Yamazawa began his career at the National Metrology Institute of Japan (NMIJ, AIST) in 1999—the same year the CIPM MRA was signed. With a background in electrical engineering and thermometry, he has since held key positions in metrology and accreditation, including as Quality Manager at NMIJ and Chair of the APMP Technical Committee for Quality Systems. He has also contributed to international frameworks such as OIML-CS and ILAC AIC.
“It is a coincidence that I entered metrology the same year the CIPM MRA was signed,” Dr Yamazawa said. “Having worked in both technical and quality-focused roles, I hope to support the continued global trust in the CIPM MRA and strengthen engagement across our regions.”
As Executive Secretary, Dr Yamazawa will help coordinate with the six Regional Metrology Organizations, ensuring continued alignment and development of the CIPM MRA.

Dr Yamazawa succeeds Mr Ibrahim Ahmed (Kenya), who will return to KEBS in June 2025 after two years in the post. During his time at the BIPM, Mr Ahmed has played a vital role in strengthening coordination among Regional Metrology Organizations (RMOs), advancing the objectives of the CIPM MRA, and supporting the global metrology community with professionalism and insight.
Reflecting on his secondment, Mr Ahmed shared:
“My experience at the BIPM was truly enriching—professionally and personally. I will carry forward the global networks, knowledge and coordination skills I gained to support improvements at KEBS and in the AFRIMETS community,” Mr Ahmed said.
