Implementation of ISO/IEC 17025-2017 to be overseen by the BIPM's new QHSE Officer

Following a three year revision by ISO CASCO Working Group 44, the third edition of the international standard ISO/IEC 17025-2017, "General requirements for the competence of testing and calibration laboratories" was published in November 2017. The BIPM has welcomed the publication and has taken the first steps towards communicating its contents to its staff. The complete document has been available on the BIPM intranet site since the beginning of January 2018 and an initial implementation timeline of third quarter 2019 has been targeted.

This implementation process will be overseen and driven, by the new Quality, Health, Safety and Environment (QHSE) Officer, Stephen Keochakian, who joined the BIPM on 1 December 2017.

Before joining the BIPM, Mr Keochakian was Head of the DNVGL Group QHSE for Central Europe at the Det Norske Veritas / Germanischer Lloyd Headquarters in Germany, a leading independent third party certification provider and Classification Society. He was responsible for developing, establishing and maintaining group certification according to ISO 9001, 14001, BS 18001 OHSAS.

Mr Keochakian has broad experience in Quality and Occupational Health and Safety. In the past, he has worked for Classification Societies as a Lead Auditor and Principal Surveyor in the Marine Industry where his work contributed to new product development in the form of group certification and continuing education of quality auditors. He has also worked in the areas of ship recycling and the removal of hazardous material, setting up and applying new methods of risk assessment in these fields ensuring enhanced safety of workers in hazardous environments. He has chaired a multi-national working group on the subject of the "Presence of Asbestos in the Marine Industry". More recently, he coordinated an international campaign in nearly 80 countries to enhance site location security at his former employer's locations around the world.

His areas of expertise also include engineering, marine engineering, project management, risk-based management, risk assessment and site security management.
