Thomas, Co-Chairs To: Participants of the = IGS/BIPM PILOT PROJECT TO STUDY ACCURATE TIME AND FREQUENCY COMPARISONS USING GPS PHASE AND CODE MEASUREMENTS Circular 1 (18 March 1998) Object: Creation of the IGS/BIPM Pilot Project Working Group -- Welcome Dear Colleagues, At the beginning of 1998, you received information of a joint IGS/BIPM Pi= lot Project to study accurate time and frequency comparisons using GPS phase = and code measurements, together with a Call for Participation in this project= =2E We are pleased to tell you that we received answers from more than 30 institutes, among which more than half are timing laboratories already contributing to TAI computation. This proves the increasing interest for= a collaboration between the geodetic and the time communities, and also for= the need of developing the use of GPS phase and code measurements towards= improvement of the accuracy of time and frequency transfers. It is now time to create the formal IGS/BIPM Pilot Project Working Group.= Its membership is given in Appendix I; it has been drawn up from the answers = to the Call for Participation. A number of individuals are listed as observ= ers, such as representatives from the IGS Analysis Centers and from the Comit=E9= International des Poids et Mesures. They will receive all Project inform= ation unless they request to be removed. The membership will naturally evolve with time. We will now work via e-mail and we ask that you send all general messages= to the exploder list: gpst@maia.usno.navy.mil This is an unmoderated list that will resend all messages to everybody involved in the Working Group. If you wish to be removed from the list or to include additional people, please notify us. We intend to add some information about the equipment of the timing centres participating in th= e Project. This information is now being collected and will be submitted t= o the time centres for approval before publication on the Web. = A list of post-mail addresses of members of the Working Group is also kep= t at the BIPM for exchange of formal texts, such as the reports of the Working= Group to the IGS Governing Board (scheduled for December 1998) and to the CCTF (scheduled for April 1999). = Please, note that sessions on GPS code and phase measurements are already= scheduled in several international time and frequency conferences (for instance, the next PTTI, to be held in December 1998, in Virginia). Thes= e will constitute opportunities for presenting results of bilateral studies= as well as the advances of the Working Group. We are also thinking of organizing a meeting of our Working Group to be held at the BIPM or at on= e of these conferences. The next step consists of organizing the work and identifying a list of studies. This will be the object of a second Circular.
