As from 1 January 2001, the BIPM Time, Frequency and Gravimetry Section is responsible for the IERS Conventions in a joint effort with the US Naval Observatory (USNO). The CPC is co-chaired by Denis McCarthy of the USNO and Gérard Petit of the BIPM.

In 1998 the International GNSS Service (IGS) and the BIPM established a joint Pilot Project to study accurate time and frequency comparisons using GPS phase and code measurements. The pilot project was disbanded at the end of 2002, when the IGS decided to transform it into a permanent activity.

A Working Group on Time Products was created in 2003. Dr Gérard Petit of the BIPM is a member, and the group is chaired by Dr Ken Senior (Naval Research Laboratory).
