At its 21st meeting (October 1999), the CGPM created the category of Associate for those States not yet Members of the BIPM and for Economies (see Resolution 3, 21st meeting).

The procedure for a State or Economy wishing to become an Associate is as follows:

    Contact is first made with the Director of the BIPM
    (Dr M.J.T. Milton, BIPM, Pavillon de Breteuil, F-92312 Sèvres Cedex; fax: +33 1 45 34 86 70).

    An application expressing the wish of the State or Economy to become an Associate of the CGPM is sent to the Director of the BIPM by the State's government (i.e. a ministry in charge of relations with intergovernmental organizations) or through its Embassy in Paris – or, for an Economy, by its official representative.

    The first payment of an annual subscription is made to the BIPM.

As one of the principal purposes of a State or Economy becoming an Associate is to be able to participate in the CIPM MRA, the above procedure is normally followed by the signature of the MRA by the Director of the National Metrology Institute (NMI) of the new Associate. According to the CIPM MRA, signature also requires the prior approval of the same body that has the authority to approve the application to become an Associate.
